Directorate of Resource Management (DRM)
The Directorate of Resource Management (DRM) provides financial stewardship, manpower, equipment documentation, and managerial functions necessary to provide command and control of installation financial and manpower resources to the U.S. Army Garrison Yongsan Commander and staff.
The DRM through its Budget and Accounting Branch plans, programs and formulates the annual command budget estimate, performs command budget execution, allocates resources based on funding guidance, administers fiscal year-end fund execution, processes delivery orders, processes Purchase Request and Commitment (PR&Cs), inputs commitments to IMCOM On-line (IOL), updates and reconciles transactions in IOL, manages and certifies Temporary Duty (TDY), premium pay, Government Purchase Card (GPC) usage, and controls funds.
The DRM through its Manpower Branch manages personnel and equipment TDAs, prepares the mobilization TDA (MOBTDA), conducts manpower utilization studies and recommends manpower spaces within the allocated Civilian Employment Level (CEL), reviews and validates data on Request for Personnel Actions (RPA, SF52), administers Contractor Manpower Reporting (CMR), manages the KATUSA manning document, and manages the Korean Service Corps (KSC) manning document.
The DRM through its Management Branch manages and oversees the Government Purchase Card (GPC) Program, the Internal Control Program (ICP), Interservice Support Agreements (ISA), and the Government Travel Charge Card (GTCC) program.
